Why does ChanServ set mode -ohaq on some ops but not others?

ChanServ does this when it first connects to the network, it will remove all modes of control on anyone who isn't +r (identified for their nickname) and isn't setup as a channel op through ChanServ. This serves to prevent anyone from exploiting net splits.

What is a net split?

A net split is where a server to server connection is lost or broken. When this occurs you'll see quit messages like this "fi (m@FireIce.com) Quit (irc.winbolo.us irc2.winbolo.us)" The servers listed in the quit message indicate the two servers that lost connection to one another.

How do I join this server and still remain connected to another IRC server?

If you have the current version of mIRC, then type without the quotes "/server -m irc.winbolo.us" and then once the server window comes up, type "/join #winbolo". Some clients and older versions of mIRC require you to execute two variations of the IRC client to connect to two different servers.

I was kicked or banned from another channel for no reason, isn't that against the rules/policy?

The policy located at http://www.winbolo.us/policy.htm is only for #winbolo. Other channels are free to do as they wish as long as they don't break the server rules.
